Since 2015, Germany has been hosting noticeable incoming flows of refugees and asylum seekers, leading, in 2020, the ranking of European countries and being the fifth in the world ranking for the number of hosted refugees. Despite the quality of life of refugees is expected to be improved in the aftermath of their arrival to Germany, refugees are still facing several problems of integration and economic deprivation (e.g., about 90% are unemployed). The so-called contemporary refugee crisis can be defined as a European “right to asylum crisis”, a crisis of its fundamental principles: the protection of asylum seekers’ rights and the related principle of non-refoulement. Modalities and trends marking the recognition of asylum applicants as refugees, and of migrants as asylum seekers, will be considered along with the current implementation of the notion of a “safe country” within the context of EU texts on migration developed since 2015. This “right to asylum crisis” is then briefly analyzed as both a symptom and a cause of the European Union project’s wider political and cultural crisis.

This study explores how emotions figure in this politics of belonging by studying their discursive mobilization in Finnish and Estonian public debates on asylum seekers. Refugees and migrants have been disproportionately affected by both the direct effects of the COVID-19 pandemic and the restrictive migration measures put in place, which, in turn, have hampered coordinated and consistent public health responses. This report maps how the needs of refugee and migrant have been addressed in COVID-19 responses across countries and how these have varied considerably from inclusive policies to discriminatory practices.
